Amendment No. 1 was offered by Representative Cowdery: Page 1, line 6: Delete "2002" Insert "1999" Page 1, following line 6: Insert a new bill section to read: "* Sec. 2. AS 08.08.100 is repealed and reenacted to read: The bylaws and regulations adopted by the board or the members of the Alaska Bar under this chapter are subject to the Administrative Procedure Act." Representative Cowdery moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Kubina objected. Representative Kubina moved and asked unanimous consent that the question be divided. The Speaker ruled that the question was divisible. There being no objection, Amendment No. 1 was divided. 1998-05-07 House Journal Page 3617 SB 234 Part A of Amendment No. 1: Page 1, line 6: Delete "2002" Insert "1999" The following members moved and asked unanimous consent that they be allowed to abstain from voting due to a conflict of interest: Representative Berkowitz Representative Croft Objection was heard, and the members were required to vote. Representative Berkowitz rose to a point of order stating it was improper to individualize members of the justice system. The Speaker stated that the reference was not out of order. The question being: "Shall Amendment No. 1, Part A, be adopted?"
